In addition to addressing and documenting the approach and results of the Ontario Environmental Assessment Act (OEAA) requirements, the Canadian Environmental Assessment Act (CEAA) must also be addressed and a report prepared.

On Thursday, July 7, 2011, the Canadian Environmental Assessment Agency (CEAA) announced the Minister's final environmental assessment decision for the 407 East Transportation Corridor Project in Ontario. The announcement regarding the Decision Statement can be viewed here.

NOTICE - COMPREHENSIVE STUDY REPORT SUBMISSION

A Comprehensive Study Report documenting the 407 East process was prepared and made available for agency and public review prior to formal approval submission to the Minister of the Environment (Minister).

The Comprehensive Study Report was available for a 30-day review period commencing on April 19, 2011 until May 20, 2011.  All comments received were considered by the Federal Minister of the Environment in his review of the federal EA of the 407 East Transportation Corridor Project proposed by the Ontario Ministry of Transportation.

A comprehensive study type environmental assessment was required under the Act because the project as proposed by MTO falls within a category of project described in the Comprehensive Study List Regulations - the proposed construction of an all-season public highway that will be more than 50 kms in length located on a new right-of-way.

In accordance with the requirements of the Act, the Canadian Environmental Assessment Agency (the Agency) completed a  comprehensive study of the Project and prepared and submitted this comprehensive study report (CSR) to the Minister of the Environment.

A follow-up program to verify the accuracy of the environmental assessment and/or determine the effectiveness of any measures taken to mitigate the adverse environmental effects is required for this project.
